Naga woman Golmei Gaiphulshillu Kabui becomes first tribal woman judge of Manipur High Court

A Naga woman, Golmei Gaiphulshillu Kabui, who was a Judicial Officer has been appointed as a judge of the Manipur High Court. With this appointment she has become the first woman from scheduled tribe community to be appointed as a Judge in the Manipur High Court.

Her appointment was made by the Union Ministry of Law and Justice. The appointment order comes as a joy for the whole tribal community because this appointment has proved once again the inclusivity of the marginalized community in our diverse societies of India. It is a significant step in enhancing diversity and representation in higher judiciary.

The Centre issued a notification regarding appointment of Kabui as a judge in the Manipur High Court, acting on the recommendation made by the Chief Justice of India D.Y. Chandrachud-led Supreme Court collegium.

Making the announcement on X (formerly Twitter), Union Ministry of Law and Justice, Arjun Ram Meghwal, worte “In exercise of the power conferred by the Constitution of India, the President of India, after consultation with Chief Justice of India, is pleased to appoint following as High Court Judge. I convey my best wishes to them:”

The government’s notification announced the appointment of three judges (one Scheduled Tribe, Scheduled Cast and OBC each) in the high courts of Manipur and Madras.

“In exercise of the power conferred by clause (1) of Article 217 of the Constitution of India, the President is pleased to appoint Golmei Gaiphulshillu Kabui, to be a Judge of the Manipur High Court with effect from the date she assumes charge of her office,” the notification read.

The notification order came on 13th October, 2023. She will be sworn in as the judge of the Manipur High Court on 16th October, 2023.

The tribal community considers this appointment as historic and moment of immense pride since she becomes the first woman Judge in the history of Manipur.

Golmei Gaiphulshillu Kabui

Golmei Gaiphulshillu Kabui’s name was approved by the Supreme Court Collegium for elevation as Judge in the Manipur High Court in January this year. Along with her, Aribam Guneshwar Sharma was also recommended for elevation as Judge in the Manipur High Court.

Kabui joined Manipur Judicial Service as a Grade III officer in 1995, was also the Manipur High Court’s first woman Registrar and then Registrar General.
